A roster, task and handoff are different records

Keep draft, published and acknowledged rosters separate from offers, acceptance, attendance, clock records, breaks, overtime and payroll. Worker-provided availability is not consent to an assignment. Preserve original and corrected local and UTC times, business dates, daylight changes, call-outs, substitutions and manager overrides.

Tasks move through requested, qualified, assigned, acknowledged, started, blocked, completed, verified and reopened states. A receiving person must accept the handoff with unfinished work, risk, deadline and escalation context. Message delivery or a common event envelope does not prove accepted responsibility, current state or correct ordering.

Protect workers and route urgent issues

Resolve current qualification, training, access and equipment before assignment. Keep room keys, security credentials, medical details and unrestricted guest profiles outside general coordination views. Model outputs, message activity, response speed, task counts and location traces must not decide worker performance or employment consequences.

Workers need accessible correction, decline where permitted, hazard reporting, stop-work and human-support paths. Fire, medical, violence, safeguarding, food-safety, building, chemical and equipment concerns follow approved emergency procedures. Managers own staffing, access, overtime, recovery and safety decisions. Recheck rules before approved changes and reconcile uncertain assignment effects before retrying.
